2nd Assembly District Update: April 2, 2025

Three More Listening Sessions Coming Up

If you couldn’t make the two listening sessions I shared in last week’s e-update, get excited because there are three more opportunities to attend one (or multiple) in May!

The first two will be on May 5th. The first will be at 10 a.m. at the Rockland Town Hall (1712 Bob Bea Jan Rd, De Pere) with special guest Rep. Ben Franklin.

The second will be later in the evening also on the 5th, at 5:30 p.m. at the Reedsville Village Hall (217 Menasha St, Reedsville) with special guest Rep. Ron Tusler.

Lastly, I will be hosting a third listening session on May 10th at 10 a.m. at the Francis Creek Village Hall (200 Norwood Dr, Francis Creek) with special guest, Senator Andre Jacque.

As a reminder, a listening session is an event that allows you, the constituents of the 2nd Assembly District, to chat with me in person regarding any legislative concerns, questions, or comments you may have. Even if you don’t have anything to say, I encourage you to show up. I enjoy meeting those that I represent and hope this event will allow you to get to know me a little better as well.

I hope to see you there!

Session (03/20)

Wisconsin State Rep. Shae Sortwell testifies during the March 20 legislative session.

Thursday, March 20th, the Assembly met to vote on a number of bills. I voted in favor of all but one.

AB 104 prohibits gender transition medical intervention for those under 18 years of age. Specifically, this prohibits health care providers from engaging in or making a referral for puberty suppressants, cross-sex hormones or surgery to change the minor’s body to reflect a different biological sex.

AB 105 establishes an age verification system when accessing explicit materials in an effort to ensure obscene content cannot be readily accessed by minors.

That I voted “no” on this bill may surprise you. So let me walk you through my thought process.

First, this is talking about private citizens accessing materials on private devices. This is not the same as using taxpayer-funded resources to access explicit materials in school libraries. That should be prohibited.

So here are my concerns with the bill.

1) Is it the government’s place to require age verification on private devices? Maybe.

2) Is this bill effective in accomplishing that goal? Hardly. Bypassing age verification online is ridiculously easy, particularly for those younger people who grew up with technology.

3) Is this a service that has already been solved by the private sector? Absolutely. US Speaker Johnson, in fact, was criticized by the Left because he has accountability software on his and his son’s mobile devices so that they can help each other stay away from materials they personally find immoral.

4) Does this requirement cause a security risk to your private information? Indeed it does. You can’t tell me that those websites dealing in explicit materials are run by the most scrupulous of individuals. So, passing a law that requires you to upload your data to such sites seems particularly risky. Who knows where your data will go? Now you may say that this is a risk you take to access that material. OK, and if your teenage son uploads your license without your knowledge? Do we really think that won’t happen to some people?

So, to summarize, the bill is bad because:

1) Not sure it is the government’s role
2) It’s ineffective
3) Private sector has solutions
4) Creates data security risk.

AB 68 extends the sunset date for two provisions in the Prescription Drug Monitoring Program (PDMP). The first, set to expire on April 1st, is the requirement that a review is done by the PDMP of patients’ records before a prescription is ordered. The next deadline is October 30th, which requires the Controlled Substance Board to conduct a quarterly review of the PDMP.

AB 100 requires all school boards, independent charter schools, and private schools in the parental choice program to designate their athletic teams as male or female regardless if the team participating is in an interscholastic, intramural, or club league.

AB 102 requires all UW institutions and technical colleges to designate their athletic teams as male/men or female/women regardless of whether the team participates in an intercollegiate or club league.

AB 103 requires school boards to implement policies for the changing and usage of a student’s legal name and pronoun. It specifies that the principal is the initial determinant of name and pronoun changes.

This can only be done with the supporting legal documentation. Parents have the final say on what names or pronouns are used, unless the student is an adult.

NEW Water Tour

Thank you, NEW Water, for inviting me to tour the water treatment plant and giving me updates on your organization. They even had testing equipment to determine scum levels in the water (see photo above). That’s a tough test for us politicians to pass, but I just squeaked by. 😉

For those who don’t know, NEW Water is the brand of the Green Bay Metropolitan Sewerage District, and all jokes aside, it was a great visit!

Wisconsin State Rep. Shae Sortwell toured the NEW Water treatment facility.
