Hi everyone! Last week, the session calendar focused on a workforce housing package. The following bills were voted on:
AB 39Â requires the Wisconsin Housing and Economic Development Authority (WHEDA) to set aside 35% of the credits for projects in rural areas (defined here as municipalities with populations less than 10,000 that are more than 25 miles from municipalities with populations greater than 50,000).
AB 96Â works to minimize municipal risk with tax incremental financing (TIF) and tax incremental districting (TID) by utilizing an alternative method of financing: developer-financed TIF, also known as “pay-go” TIF.
AB 264 creates a residential housing infrastructure revolving loan fund administered by WHEDA.
AB 265Â establishes a revolving loan fund under the jurisdiction and control of WHEDA.
AB 266 would eliminate impediments to development and simultaneously increase access to housing, making it more affordable for citizens in communities throughout the state.
AB 267Â makes multiple changes to the Housing Rehabilitation Loan Fund program run by WHEDA.
AB 268Â establishes a revolving loan program administered by WHEDA to award loans to commercial-to-housing conversion projects.
The Assembly also passed an amended version of AB 245, which gives every municipality a minimum increase of 20% in state aid. To hear my support for the legislation, press here or click on the photo above.
Alongside AB 245, the Assembly also took up SB 330, which guarantees that the state will pay a similar average cost for all students, no matter what school they attend. This bill raises the revenue ceiling for public schools from $10,000 to $11,000 and addresses funding concerns for public, charter, and choice schools.
