Assembly Bill 25: ROFR for Utilities
AB 25/SB 28’s Right of First Refusal (ROFR) would reduce competition and increase costs for Wisconsin, while allowing incumbents to continue shifting costs to other ratepayers. Preserving or enhancing competitive bidding ensures true savings, innovation, and fair cost distribution.
