Senate Committee on Health
This week, Rep. Goeben and Senator Cowles testified on AB 162 / SB 155.
In the realm of nursing homes and residential facilities, finding alternative living inside a 30-day window is short. Given the staffing shortage of long-term care facilities, residents and their families should receive timely notification to prepare for change.
This bill requires that nursing homes or Community Based Residential Facilities and care management organizations provide a 90-days written notice to a resident, to the resident’s guardian, and/or to a member of the resident’s family, before the resident is required to be relocated or evicted.
“This issue was brought to my attention when concerned family members contacted my office seeking any help they could find. The families claimed that an assisted living facility in my district had decided to change its policies and to stop providing care to participants in the Medicaid’s Family Care program,” said Rep. Goeben.
Assembly Children and Families Committee
On Tuesday, the Committee heard testimony from the Department of Children and Families (DCF) on Act 78.
Act 78 requires DCF to provide additional reporting on critical incidents annually starting on January 1, 2023. Critical incidents, under the statute means an ‘incident in which a child has died or been placed in serious or critical condition, as determined by a physician, because of suspected abuse or neglect.
From 2018-2022, Wisconsin received an average of about 76,000 reports of alleged maltreatment of a child per year, and on average, about 25,000 of these were screened for investigation.

In-District Doings
UA 400 Pipe Trades and the Mechanical Contractors Association (MCA) held its fourth annual Apprentice Signing Day on Friday, September 15, 2023 with a record 102 first-time apprentices beginning their apprenticeships in Plumbing, HVAC Service, Steamfitting and Pipe Fabrication.
The event, modeled after the National Signing Day for college athletes, recognized UA 400 apprentices who have secured employment. Trades are critical to our state economy.
‘It is very exciting to take part in this event and see the young men and women who are choosing these great careers,” said Rep. Goeben.
The All American Garage (T.A.A.G.) had a fundraising event at Maloney’s in Kaukauna. Their goal is to proudly support those who protect and serve our country and communities. I was very happy to take part in that support.
I had a wonderful visit to Xtreme Air with my family. It is always helpful to have the opportunity to chat with small business owners to hear what is important to them and their industries.
