Criminal Justice Bills
AB19 was signed into law by the Governor as 2025 Wisconsin Act 149. This law expands certain penalty enhancer applied when the victim is elderly to also be applied when a victim is an “adult at risk”, if the defendant had actual knowledge that a person is an adult at risk.AB674 prohibits health insurers from knowingly covering a human organ transplant or posttransplant care if the organ being transplanted originated from China or another country known to have participated in forced organ harvesting. I was disappointed that the Governor vetoed this bill.
SB405 creates a civil cause of action against a health care provider who performs a gender transition procedure on an individual who is under 18. I was frustrated and disappointed that the Governor vetoed this bill that empowers people to get justice who were victimized by medical professionals.

SB692 was signed into law by the Governor as 2025 Wisconsin Act 100. This law applies criminal penalties associated with a fentanyl analog to the manufacturing, distribution or delivery of carfentanil, or the possession with intent to manufacture, distribute, or deliver carfentanil.
AB957 and AB958 were signed into law by the Governor as 2025 Wisconsin Act 216 and 2025 Wisconsin Act 217. These laws authorize four full-time positions for the DOJ: two Internet crimes against children criminal analysts, one Internet crime against children outreach specialist, and one Internet crime against children digital evidence examiner. These crimes are increasing dramatically in recent years and we need to do what we can to keep the kids safe.

AB966 was signed into law by the Governor as 2025 Wisconsin Act 219. This law requires the DOJ to conduct a children’s online digital safety awareness campaign to raise awareness of the potential dangers of internet use by children and to distribute information on how to prevent children’s exposure to harmful content on the internet.
SB259 was signed into law by the Governor as 2025 Wisconsin Act 96. This law requires child welfare agencies to notify the appropriate authorities as soon as possible if they are investigating a parent of a child that is a member of the U.S. military.
SB466 was signed into law by the Governor as 2025 Wisconsin Act 93. This law extends the Missing Child Alert to include children up to the age of 12.
SB448 was signed into law by the Governor as 2025 Wisconsin Act 125. This law establishes a new exception for objections by a respondent to the testimony of an expert witness by videoconference technology.
SB459 was signed into law by the Governor as 2025 Wisconsin Act 92. This law updates the current statutory rule of evidence relating to testimony by experts to conform with recent changes made to Federal Rule of Evidence (FRE) 702 intended to clarify the court’s gatekeeping role with respect to expert testimony.
SB432 requires a child welfare department to refer all reports of threatened or suspected abuse to police. I was disappointed that the Governor vetoed this bill.
SB413 was signed into law by the Governor as 2025 Wisconsin Act 90. This law provides immunity from prosecution for certain crimes when assisting a victim of sexual assault and modifies tenant law to account for terminating residency when the tenant is the victim of sexual assault.
AB629 attempts to provide more regulation on the operation of drones for public safety. While I appreciate and support the intent of this bill, it was written far too broadly, allowing law enforcement to shoot down or otherwise disable a drone for almost any reason, and it provides no accountability for the government agency that authorized the action though it may result in thousands of dollars in loss to a citizen depending on the type of drone. I wrote an amendment to fix these concerns with the bill but the amendment was rejected. So, I had to vote “no.”
AB514 creates four additional circuit court branches for specific circuit courts and provides corresponding position authority for a judge and court reporter at each of these newly created branches. Additionally, it provides also creates positions in both the District Attorney and Public Defender offices across the state to get cases adjudicated quickly and efficiently so we can see justice done in our state.

SB884 was signed into law by the Governor as 2025 Wisconsin Act 246. This law allows the court to admit into evidence the audiovisual recording of an oral statement of a child who is available to testify if the recording was made before the child’s 12th birthday or made before the child’s 18th birthday and the interests of justice warrant its admission. Too often we have seen justice lapse because the statement is made and then current law does not allow that statement to be used once the child ages out. This will preserve that record and allow justice to be served for our kids. Thank you to DA David Lasee from Brown County for bringing this issue to our attention.
