Committee on Regulatory Licensing Reform 12/17

On December 17th the Regulatory Licensing Reform Committee held a public hearing for two bills.

AB 696 modifies requirements to become a CPA and creates different educational pathways with varying combinations of required educational credit hours and hours of work experience.

AB 746 exempts people serving as a volunteer for a church safety or security team from licensure and permit requirements.


Committee on Criminal Justice 1/6

On January 6th the Criminal Justice Committee held an executive session for AB 412 and AB 666; I voted in favor of both. The committee also held a public hearing for seven bills.

AB 412 requires child welfare departments to refer all cases of threatened or suspected abuse to police.

AB 666 establishes penalties for filing a claim for lost property with DOR of another persons without their consent.

AB 681 allows a law enforcement officer to request a sample of a person’s breath or oral fluids, or both to screen for an OWI.

AB 630 ensures registered sex offenders who are unable to provide an address must be tracked using a GPS system monitored by DOC.

AB 624 allows the maximum term of imprisonment to be increased by five years if a person delivers, distributes, or possesses with the intent to sell certain drugs on the premises of a homeless shelter or within 1,000 feet of the premises of a homeless shelter.

AB 673 prohibits any medical facility or research facility in Wisconsin from using a genetic sequencer or research software used for genetic analysis that is produced in or by a foreign adversary. The bill prevents the storage of any human genome sequencing data of a Wisconsin resident at a location within the borders of a foreign adversary. The bill also allows for enforcement and investigation by the attorney general.

AB 672 provides a penalty enhancer for crimes committed by a person acting as an agent of a foreign government or terrorist organization with the intent to silence or punish persons for their political view.

AB 674 prohibits health insurers from knowingly covering cost for organ transplant and post surgery care it the organ was procured by sale or donation originating in the People’s Republic of China or in another country known to have participated in forced organ harvesting.

AB 677 makes it a crime to groom a child for the purpose of performing sexual activities.


Committee on Sporting Heritage 1/6

On January 6th the Committee on Sporting Heritage held a public hearing for three bills.

AB 329 changes various laws regarding the community operation of ATVs, UTVs, off-highway motorcycles (OHMs), and snowmobiles.

AB 682 increases nonresident hunting, fishing, and trapping approval fees. Requires the DNR to charge at least a $19.85 fee for a daily nonresident vehicle admission receipt for areas such as state parks.

AB 117 allows for a sandhill crane hunting season.
