5th Assembly District Update: June 9, 2023

I would like to introduce Joe, my summer intern. He is a student-athlete at Winona State University in Minnesota. So far, he has contributed through constituent relations and is eager to learn more about the legislative processes.

State Rep. Joy Goeben's summer intern.

Legislation

The Assembly was in session on Wednesday, and several important bills passed. I voted yes to all of them.

  • First to pass was AB-9. This bill expands the type of FDA approved delivery systems that can used to deliver life-saving epinephrine. It is not a glamorous bill, but sometimes the law needs to be changed to keep pace with advances in science, medicine, and technology.
  • Next, we passed a lemon-law bill that applies to farm equipment. These expensive pieces of equipment were not covered by Wisconsin’s truck and auto lemon laws. AB-14 takes care of that.
  • AB-109 requires a 1/2 credit class in personal financial literacy in order to graduate high school. Unfortunately, this bill did not pass unanimously, as one democrat, a member of the socialist caucus, decided our children did not need this class.
  • We then passed AB-166 which clarifies the definitions of “sexual contact” in cases of crimes against children. Thankfully, this did pass unanimously.
  • At this point, we took up several bills that relate to licensing issues in various ways. These bills had bipartisan support in both the study committee and the Joint Legislative Council, and were drafted after many hours of public testimony. Unfortunately, several democrats who voted yes during these study committees changed their minds without explanation. Now AB-200, 201, 202, 203, 204, 205, 206, and 229 head to the Senate on a mostly party line vote. Other than a few democrats who support these bills, the rest, including the Governor and his agency, DSPS oppose these common-sense measures designed to streamline licensing, make the entire process more efficient, and create accountability. These are the same bills that I told you about in last week’s newsletter.
  • Last, we passed a bill that came over from the Senate. SB-101 makes it a class B felony (1st degree reckless homicide) for anyone who distributes drugs, like fentanyl, that results in death.

At the Capitol

Maria Lasecki and Michael Blumenfeld from the Brown County Child Support Agency came in. We reminisced a bit about the time I worked there and I was able to learn about new opportunities they have to ensure children get their needs met.

In the District

I was happy to see so many people out as we walked in the Great Wisconsin Cheese Festival Parade in Little Chute. We were also able to spend time enjoying the festival itself. Great food, fun activities, music, and kittens!

2023 Brown County Breakfast on the Farm at Collins Dairy, LLC was a wonderful event. I had the opportunity to serve guests, get to know new people, and I even met Wisconsin Miss United States Agriculture.
