Budget Floor Session
This week, the State Assembly and State Senate came together to debate and pass the Wisconsin State Budget. Now, it’s up to the Governor to sign it into law. Below is a snapshot of key victories that put the people of Wisconsin first. (Click here to listen to my July 2, 2025 budget speech.)
MSP: Municipal Services Program
- Increase in funding for the payments for municipal services program by $7,000,000 SEG annually from the balance of the local government fund, beginning in 2025-26.
- The city of Oshkosh could receive $383,654 more from the Wisconsin State Legislature if the Governor signs the budget into law.
Funding for UW-Oshkosh
- Providing $137,572,000 for the addition and renovation for the Polk Library at UW-Oshkosh.
Government Reform & Fiscal Restraint
- Cuts over 300 state government positions
- Reduces total positions by approximately 1,200 compared to Governor Evers’ proposal
- Eliminates positions and funding for the Office of Environmental Justice and the Office of Clean Energy and Sustainability
- Maintains the UW System position cap
- Blocks over $3.7 billion in tax hikes
- Bonds less than half of what Governor Evers proposes in the capital budget
- Eliminates compensatory time payouts for state employees
- Cuts DPI’s general program operations by 10%
- Removes $8 million annually from UW System block grants (linked to Wisconsin Public Media)
- Eliminates indirect tax hikes (e.g., local sales tax increases, regional transit authorities)
Tax Policy
- Reduces taxes by nearly $1.5 billion
- Eliminates taxes on natural gas and electricity
- Eliminates incomes taxes for retirees
- Eliminates Governor Evers’ proposed income tax bracket
Education
- Extends school choice to 4K (four-year-old kindergarten)
- Stops attacks on school choice, including enrollment freezes
- Blocks the Tuition Promise Grant program (tuition & fee coverage for some UW students)
- Blocks resident tuition for illegal aliens
- Removes implementation of gender-neutral terminology in education-related policies
Labor & Business
- Creates a workers’ compensation fee schedule (long-requested by business community)
- Retains conservative labor reforms:
- Act 10 provisions
- Right-to-work laws
- Prevents reinstatement of prevailing wage
- Blocks unprecedented regulations on Wisconsin businesses
Public Assistance & Health
- Blocks welfare expansion
- Keeps drug testing & work requirements for public assistance
- Prevents creation of a state-based health insurance marketplace
- Blocks state funding for the Office of Violence Prevention
Gun Rights & Civil Liberties
- Blocks attacks on Second Amendment rights
- Blocks executive overreach and protects legislative oversight
Environmental & Climate Policy
- Eliminates Governor Evers’ ridiculous and ineffective climate change initiatives
Election Integrity
- Removes automatic voter registration
- Reduces voting residency requirement from 28 to 10 days
Infrastructure & Land Use
- Blocks the use of eminent domain for bike and pedestrian paths
