Session (6/24)
On Tuesday 6/24 the Assembly met for session. I voted in favor of all the following bills. The bills in this newsletter are all related to business functions. The remainder of the bills will come in the following weeks.
AB 17 creates tax incentives for converting a business to an employee stock ownership business structure (ESOP). ESOPs provide employees ownership of the company in the form of shares of stock. The bill also requires the Department of Revenue (DOR) to establish an outreach and education program to promote employee owned businesses.
I authored AB 17 to help incentivize business conversation to ESOPs which help keep business local, increase productivity and job security, and improve employee retention which benefits the local economy. You can watch my speech here.
AB 80Â enters Wisconsin into the Social Work Licensure Compact which allows social workers to practice in other states who are part of the compact.
AB 107Â allows health care cooperatives to convert into a service insurance agency. They are able to change by adopting a plan of conversion, getting it approved, getting approval from the members, and proving that all members agree to the conversion.
AB 111Â Â allows the Department of Health Services (DHS) to create a certification process for psychiatric residential treatment facilities to provide care for individuals under age 21.
AB 157 with few exceptions, prohibits the filing of a non-improvement contract which create an agreement where a person agrees to perform or attain services that are not related to improvement of real estate and then use that agreement to create a lien. The bill also creates a penalty for filing.
AB 254 lessens restrictions for the Chippewa and Flambeau Improvement Company regarding tolls and paying stockholders.
