Budget Breakdown: Taxes

This week’s Budget Breakdown is all about taxes. The state budget delivers over $1.5 billion in tax relief to support working families, retirees, and households across Wisconsin. It includes $695 million to exempt the first $24,000 (single) and $48,000 (married-joint) of retirement income from state income taxes for residents aged 67 and older—providing meaningful savings for those who’ve spent a lifetime working. Another $178.7 million expands the sales tax exemption on residential electricity and natural gas to all 12 months of the year, helping families reduce their utility bills. Additionally, the budget invests $643 million to expand the 4.40% income tax bracket, now covering income up to $67,300 for single filers and $33,650 for married-separate filers—ensuring more take-home pay for middle-income Wisconsinites.

Wisconsin State Rep. Nate Gustafson addressed the budget and taxes during a floor speech on July 2.

Tax Relief for Seniors

  • Excludes the first $24,000 (single) / $48,000 (married filing jointly) of retirement income from state income tax for individuals aged 67 and older.

  • Delivers $695 million in tax relief to Wisconsin retirees, helping them keep more of their hard-earned savings.


Energy Sales Tax Elimination

  • $178.7 million to expand the sales tax exemption on residential electricity and natural gas.

  • Exemption now applies year-round, not just during winter months.

  • Lower utility bills for Wisconsin households, providing long-term relief from rising energy costs.


Income Tax Cuts

  • $643 million in tax relief by adjusting individual income tax brackets

  • Expanded the 4.40% tax bracket to cover income up to:

    • $67,300 for single/head-of-household filers.

    • $33,650 for married-separate filers.

  • Puts more take-home pay in the hands of middle-income Wisconsinites.
