2nd Assembly District Update: October 22, 2025

Speaker’s Task Force on Rulemaking Informational Hearing 10/16

On October 16th the Speaker’s Task Force on Rulemaking held an informational hearing to learn about the history of rulemaking and landmark cases.

This task force was established to address issues with the the Marklein and Marklein two decisions by the Wisconsin Supreme Court. The rulings in these cases significantly empower the governor’s administration to make rule making decisions without legislative oversight. This issue must be addressed because no matter what party holds the governor’s office these landmark decisions give them an unprecedented amount of power.

Committee on Energy and Utilities 10/15

On October 15th the Energy and Utilities Committee held a public hearing for three bills. I testified in favor of AB 472 which I authored.

AB 106 exempts electric vehicle charging stations located at a residence from the electric vehicle charging tax. Given that we ended all sales taxes collected on Wisconsin residents’ electrical bills in this last state budget, collecting taxes on home chargers is impractical.

AB 399 eliminates an ineffective provision from 2011 Wisconsin Act 22.

AB 472 creates a nuclear energy generation tax credit, establishes nuclear energy as a high-priority energy option, provides tariffs for very large customers, and allows utilities to recover precertification costs through rates.

I authored this bill to help establish and incentivizes the construction and use of nuclear plants in Wisconsin. This bill will help utilities and energy producers begin the process of establishing nuclear plants and benefit residents by helping to create reliable and cost effective energy.


Criminal Justice Committee Executive Session 10/8

On October 8th the Criminal Justice Committee voted two bills out of committee. I voted in favor of both bills.

AB 422 provides that prosecution for hiding or burying a corpse with intent to conceal a crime or avoid punishment must begin within either six years from the date of the crime or six years from the discovery or identification of the corpse, whichever is later. The idea is that the body may not be found for several years, and we want to ensure that the criminal can be prosecuted.

AB 417 applies penalties for exposing public safety workers, prosecutors, or correctional staff to a bodily substance that may carry a risk for a communicable disease and creates an expedited process for testing.


Goat Committee Hearing 10/9

Wisconsin State Rep. Shae Sortwell serves on the GOAT Committee, which recently held a hearing on four bills.

On October 9th the Assembly Goat Committee held a hearing for four bills.

AB 274 provides for the expiration of each chapter of the Wisconsin Administrative Code after seven years, unless the chapter is readopted according to the process established in this bill.

AB 275 requires a court to award reasonable attorney fees and costs to the party who asserted that an administrative rule is invalid, if the court declared a rule invalid.

AB 276 and AB 277 provide guardrails for the issuance of administrative rules.


Committee on Insurance Executive Session and Hearing 10/9

The Wisconsin Assembly Committee on Insurance held an executive session and public hearing.

On October 9th the Insurance Committee voted AB 225 out of committee, which I voted in favor off, and held a hearing for two bills.

AB 225 provides clarification for deciding the proper venue for civil actions.

AB 351 prevents an insurer from requiring a health care provider to accept virtual credit card payments and requires the insurer to disclose any fees associated with a payment method.

AB 473 establishes requirements and restrictions for the assignment to residential contractors of postloss rights and benefits under property insurance policies.
