55th Assembly District Update: January 9, 2026

Committee on Ways and Means

This week, the Committee on Ways and Means met for both an executive session and a public hearing to discuss several important bills.

During the executive session, we voted on two bills, both of which passed and will now head to the Assembly floor:

  • Assembly Bill 494 – Relating to increasing the carryover period of the research income tax credit.

  • Assembly Bill 584 – Relating to a property tax exemption for prefabricated recreational structures.

During the public hearing, the committee heard testimony on seven bills. The bills were:

  • Assembly Bill 657 – Relating to a sales and use tax exemption for nuclear fusion technology projects.

  • Assembly Bill 670 – Relating to exempting persons engaged in certain contract research services from the sales and use tax.

  • Assembly Bill 676 – Relating to creating a tax credit for insurers for certain investments in community development entities.

  • Assembly Bill 712 – Relating to a sales and use tax exemption for personal farm property or household goods sold by auction on the internet.

  • Assembly Bill 758 – Relating to sales tax exemption certificates for the sale of precious metal bullion.

  • Assembly Bill 461 – Relating to an income tax subtraction for certain overtime compensation.

I also testified in support of one of my bipartisan bills, Assembly Bill 742 / Senate Bill 737, which I co-authored with Senator Tomczyk. This legislation addresses the regulation of lease-purchase agreements for personal property and creates a cause of action to better protect consumers. The bill aims to increase transparency, prevent unfair practices, and ensure individuals entering into these agreements have clear legal recourse if violations occur.


Committee on Judiciary

This week, the Assembly Committee on Judiciary met for an executive session and two public hearings to discuss several important pieces of legislation.

Public Hearing

The committee first held a public hearing on the following bills:

  • Assembly Bill 258 – Relating to license eligibility and restriction extensions involving ignition interlock devices.

  • Assembly Bill 701 – Relating to adopting the Uniform Public Expression Protection Act.

  • Assembly Bill 514 – Relating to authorizing additional circuit court and criminal justice system positions.

  • Assembly Joint Resolution 112 – Relating to the right to keep and bear arms (first consideration).

  • Assembly Bill 779 – Relating to increasing jurisdictional amounts in small claims actions.

Executive Session

The next day the committee met in executive session, where all of the following bills passed:

  • Assembly Bill 178 – Relating to expanding treatment alternatives and diversion programs.

  • Assembly Bill 320 – Relating to increasing certain court fees and surcharges and indexing those amounts for inflation.

  • Assembly Bill 447 – Relating to the use of videoconferencing technology in certain civil actions.

  • Assembly Bill 458 – Relating to the admissibility of expert witness testimony.

  • Assembly Joint Resolution 102 – Relating to prohibiting governmental entity discrimination (second consideration).

Second Public Hearing

The committee then held a second public hearing on:

  • Assembly Bill 311 – Relating to changing an individual’s sex on a birth certificate.

  • Assembly Bill 400 – Relating to creating a civil cause of action for a minor injured by a gender transition procedure.

The Wisconsin Assembly Committee on Judiciary met for an executive session and two public hearings to discuss several important pieces of legislation.


Valentines for Veterans!

The Wisconsin Department of Veterans Affairs is once again inviting community members, schools, and organizations to help spread some Valentine’s Day cheer by sending cards to be shared with veterans at our three Veterans Homes and within the Veterans Housing & Recovery Program.

Over the past three years, this initiative has brought smiles and encouragement to thousands of veterans thanks to the incredible generosity of people across Wisconsin and beyond.

To ensure cards arrive in time for Valentine’s Day, please mail them by January 31. For the safety and well-being of all recipients, please do not include candy, food, or snacks due to dietary restrictions and allergies.
