2nd Assembly District Update: May 13, 2026

Municipal and County Government Bills

This update looks at government bills related to municipal and county government. Following the last update, we are finishing up the last 13 government bills from January and February.

AB443 was signed into law by the Governor as 2025 Wisconsin Act 113. This law increases the maximum municipal court fee a judge may impose from $38 to $48.

SB188 was signed into law by the Governor as 2025 Wisconsin Act 213. This law requires that when a fine or forfeiture to which a penalty surcharge applies is reduced, the penalty surcharge must also be reduced in proportion to the reduction.

AB320 was signed into law by the Governor as 2025 Wisconsin Act 179. This law increases court fees and additional payments to help fund the county courts and adjusts fees to account for inflation. Some of these fees have not been increased for upwards of 40 years. These increases will provide additional resources to reduce case backlog in places like Brown County.

AB459 was signed into law by the Governor as 2025 Wisconsin Act 119. This law provides an exception from counties’ competitive bidding requirements for the purchase of used mobile homes and park model homes for the purpose of housing people placed on supervised release.

AB605 was signed into law by the Governor as 2025 Wisconsin Act 169. This law allows the recipient of a Clean Water Fund Program (CWFP) loan for the wastewater treatment infrastructure to retain part of the environmental repair fees they collect to match the total principal and interest owed on the loan.

AB217 was signed into law by the Governor as 2025 Wisconsin Act 188. This law increases the dollar threshold for the competitive bidding requirement for local public works and contracts to $50,000. The bill also increases the dollar threshold for providing public notice of contracts to $10,000. This is a portion of a bill from last session that Governor Evers vetoed which also included a requirement that schools follow the competitive bidding process to save taxpayer money just like every other level of local government.

SB787 was signed into law by the Governor as 2025 Wisconsin Act 85. This bill increases monetary limits for various claims in small claims court.

AB807 creates an office of county board counsel in counties that have a corporation counsel and a county executive.

AB812 & AB839 revise some local TID districts.

AB866 was signed into law by the Governor as 2025 Wisconsin Act 196. This law makes changes and clarifies the operations of the county sheriff’s office. This bill was supported by the Badger Sheriffs’ Association.

AB192 was signed into law by the Governor as 2025 Wisconsin Act 148. This law creates frameworks for the operation of optional fatality review teams which can be formed by local governments and health departments. The bill specifies: types of deaths that may be reviewed; a list of potential fatality review team members; and confidentiality and disclosure requirements.

AB737 was signed into law by the Governor as 2025 Wisconsin Act 120. This law allows municipalities to create neighborhood improvement districts (NIDs) with the authority to approve special assessments for the development related to building additional housing.
