Miscellaneous Government Bills
This update looks at miscellaneous government bills. Following the last update, we will cover 15 government bills and in the next update we will cover the remaining 13.
AB968 was signed into law by the governor as 2025 Wisconsin Act 226. This law creates regulations for running virtual currency kiosks in Wisconsin. To run a virtual currency kiosk: the operator must be licensed as a money transmitter; the machine must have a printed and digital fraud warning sign; the operator must require certain information for identity verification; the operator must cap the kiosk at a $1,000 transaction limit for one person in a day; and, the kiosk must always have customer service.
AB996 and AB997 direct the Department of Financial Institutions (DFI) to make contributions to Trump accounts and increase the programs’ operation appropriation by $60 million each year for this purpose. These bills were part of the larger debate on what to do with the surplus, a surplus that I believe should be returned to you, the people. And I do not believe that setting up a new government program to transfer money from one group to another is actual small government conservatism, even if you put Trump’s name on it. So, I will continue advocating for returning your money back to you and I voted against this new government program.

SB810 was signed into law by the governor as 2025 Wisconsin Act 206. This law increases the reimbursement amount for the cost of providing military funeral honors from $50 per funeral to $100 per funeral.
SB181 was signed into law by the governor as 2025 Wisconsin Act 221. This law creates a levy limit exception for municipalities to fund a regional emergency service district. I ultimately voted “no” on this bill as it would allow for current elected officials to basically lock in automatic property tax increases even if you then elect new town board or city council members who would then seek to withdraw your municipality from the regional service district. I believe your local officials should be able to respond to the demands of their voters and not permanently hand those powers over to an unelected regional district.
AB248 specifies that in an appointive state office with a fixed term, by definition the incumbent’s term expires. I was disappointed that the governor vetoed this bill.
SB420 prohibits municipal or county government from writing any ordinance that gives legal rights to natural resources. The governor vetoed this bill.
AB436 requires animal testing facilities and breeders to attempt to adopt dogs and cats out before euthanizing. The bill also requires these facilities to report information about the dogs and cats in their possession to DATCP.
AB601 was signed into law by the governor as 2025 Wisconsin Act 247. This law clarifies that the definition of bet does not include a sports wager made by a person physically located in Wisconsin if the server or other device used to conduct such event or sports wager is located on American Indian tribe Indian land in Wisconsin.
AB880 creates protections for racetracks from being found as a private or public nuisance. The governor vetoed this bill.
AB701 adopts the Uniform Public Expression Protection Act (UPEPA).
AB640 set a maximum age of 75 for a person to be elected or appointed to serve as a supreme court justice or judge of a court of record.
SB225 was signed into law by the governor as 2025 Wisconsin Act 182. This law states that jumping pillows installed at licensed campgrounds are exempt from DSPS regulations as long as the jumping pillow is installed according to the manufacturer’s recommended standards.
AB446 was signed into law by the governor as 2025 Wisconsin Act 143. This law requires state agencies and local governments to include the definition of antisemitism when evaluating evidence of discriminatory intent for laws and policies that prohibit discrimination, and for criminal penalties enhancers related to targeting a victim based on a protected characteristic.

AB831 clarifies the roles of an assessor and the real property listers in the processes of certain types of real property in the wake of the repeal of the personal property tax under 2023 Wisconsin Act 12.
