Committee on Energy and Utilities 11/20

On November 20th the Energy and Utilities Committee held an executive session for AB 106, AB 399, and AB472. I voted in favor of all three bills. There was also a public hearing for one bill.

AB 106 exempts electric vehicle charging stations located at a residence from the electric vehicle charging tax. Given that we ended all sales taxes collected on Wisconsin residents’ electrical bills in this last state budget, collecting taxes on home chargers is impractical.

AB 399 eliminates an ineffective provision from 2011 Wisconsin Act 22.

AB 472 creates a nuclear energy generation tax credit, establishes nuclear energy as a high-priority energy option, provides for streamlined rate cases before the PSC, and allows utilities to stretch out construction costs to minimize their impact on rates.

I authored this bill to help establish and incentivizes the construction and use of nuclear plants in Wisconsin. This bill will help utilities and energy producers begin the process of establishing nuclear plants and benefit residents by helping to create reliable and cost effective energy.

AB 618 establishes a sales and use tax exemption and an income and franchise tax credit for nuclear energy facility construction. Like the previous bill, this should reduce construction costs and result in long-term reduced costs for everyone paying electrical bills.

On December 4th the Insurance Committee held a public hearing for four bills.

AB 542 sets requirements on certain health insurance plans that rent their networks of dental service providers to other entities.

AB 623 empowers OCI to continue the Health Care Stability Plan.

AB 699 requires additional types of insurance companies to contribute to the insurance security fund for long-term care insurance.

AB 700 creates an appropriation to fund AB 699 if it is enacted into law.

On December 10th the Energy and Utilities Committee held a public hearing for one bill.

AB 751 specifies how fuel costs should be estimated by utilities, providing more stability in electrical rates
