Committee on Judiciary 11/5
On November 5th the Judiciary Committee held a public hearing for two bills and a joint resolution.

AJR 102 is a proposed constitutional amendment that prohibits governmental entities in the state from discriminating against or granting preferential treatment to any individual or group in public employment, public education, public contracting, or public administration.
AB 447 establishes that a judge may exercise his discretion in determining the objection for involuntary commitment and protective placement proceedings in relation to an expert witness testifying remotely.
AB 458 updates the current statutory rule of evidence relating to testimony by experts to conform with recent changes made to Federal Rule of Evidence (FRE) 702.
Testifying on SB 387 and SB 393 11/5
On Wednesday November 5th I testified in the Senate Committee on Transportation and Local Government on two bills.
SB 387 expands the eligibility for the veterans’ identifier on state-issued driver’s licenses or ID to include any current or former member of the U.S. armed forces, including in the reserve component, and national guard members who meet the eligibility requirements for a veterans home loan established by the U.S. Department of Veterans Affairs.
This bill will allow all of Wisconsin’s veterans to have the recognition they deserve with the option to have the veteran identifier printed on their state driver’s license or ID. Anyone serving is important and we do not want that to be ignored. All veterans deserve the chance to be recognized for their service.
SB 393 streamlines the process for bus drivers to get medically cleared by allowing medical professionals to certify to the DOT that a bus driver is safe to operate the vehicle instead of waiting months for clearance from the Madison bureaucrats. This bill also aligns standards with all of our Midwest state neighbors for bus drivers 70 years and older by requiring them to re-certify every 4 years instead of every 2.
I authored this bill because school bus driver shortages are negatively affecting our schools and students across Wisconsin.
While nationwide, older operators make up 25% of our school bus drivers, Wisconsin’s overburdensome regulations have lowered that percentage to 12%. We are losing out on so many good drivers who want to serve our communities and help our kids, but they quit because they just get sick of these burdens that don’t add anything to our kids’ safety.
We should align with other states and keep our safe bus drivers on the road.
We are in discussions with the DOT on changes to this bill to get it done in a safe and effective way for our students and school bus drivers.
