56th Assembly District Update: June 9, 2023

Happy Dairy Month! June is a special time to discover, taste and celebrate the living legacy of Wisconsin dairy. It is also a time to celebrate the dedicated dairy farmers who make a major impact in their communities, from supporting more than 157,000 jobs and contributing more than $45.6 billion to Wisconsin’s economy, to creating nutrient-rich dairy products and caring for land that will be passed on to future generations.

Colleges & Universities Committee Meeting

State Rep. Dave Murphy chairs the Colleges and Universities Committee.

This week the Colleges and Universities Committee, which I chair, met and held a public hearing on a number of bills.  Here are the bills we heard and a brief summary of each one.

Assembly Bill 12:  Currently, qualifying veterans and their spouses are eligible for full remission of tuition and fees at UW- System schools and technical colleges.  To qualify for this, a veteran must be a resident of this state for at least five consecutive years immediately before registering at a tech college or university.  AB 12 lowers the five-year requirement to three years.

Assembly Bill 86:  Addresses the unfair practice of scholarship displacement, which is the situation where a student has their college financial aid package reduced due to receiving a private scholarship. This bill bans the practice of scholarship displacement for “last-dollar” scholarships by the UW system, tech colleges, and private, non-profit colleges with a few exceptions.

Assembly Bill 91:  Creates an application fee exemption for veterans and members of the U.S. armed forces applying for admission to University of Wisconsin System schools or technical colleges.

Assembly Bill 140:  States that extra revenue generated by an individual UW campus under the Wisconsin-Minnesota tuition reciprocity agreement will remain with that campus and not just go into the State’s general fund.
