19th Senate District Update: June 30, 2023

It was a busy week in-district and in the legislature! My staff and I had productive meetings with:

  • The Wine Institute
  • Department of Public Instruction
  • Constituents in-district

I was happy to introduce legislation with Rep. O’Connor that will retain Wisconsin’s “best and brightest” students by guaranteeing them admission to UW System Institutions and Technical colleges if they rank in the top 5% of their class. I look forward to this bill being formally introduced after our Independence Day celebrations.

Additionally, this week the legislature met to vote on the state’s biennial budget. I am proud to have voted yes for this “Made For Wisconsin” budget. The bill now heads to the governor’s desk for his signature. I agree with the legislators on both sides of the aisle—there are many good things this bill accomplishes, including:

  • We provided $4.4B in total tax cuts
    • $3.5B in income tax cuts
    • $800M in property tax cuts
  • Provided $1.2B in Public K-12 Education
    • $280M for Choice Schools
  • $30M for the Child Care Quality Improvement program
    • This will fund the resumption of the YoungStar bonuses now that ARPA funds are no longer available
  • $44.3M for Wisconsin Shares, Wisconsin’s Child Care Subsidy Program
  • $525M for Workforce Housing Efforts
  • $125M in a PFAS Fund
  • $362M for Local Roads
  • $41M for Mental Health
  • $5M for Veteran Care
  • $3.1B to expand and improve access for Health Care services
    • $195M for Nursing Homes
    • $132M increased in Medicaid reimbursement rate for Primary Care
  • $1.38B invested in transportation
    • $362M for Local Roads and Bridges
    • 2% increase annually for General Transportation Aids to local governments
  • Shared Revenue
    • Provided the largest increase for local government in state history, every township received a base increase of at least 20%
    • Over $1B in new spendable resources for schools
    • Repeals the Personal Property Tax
    • Fixed revenue shortfall in Milwaukee
    • $7M to the Appleton International Airport (ATW)

I am hopeful that the Governor will sign this historic budget bill into law.

My office is available five days a week for anyone looking to travel down to the Capitol and would like to check out our office!

This session, it is my honor and privilege to have been selected as the chair of the Senate Committee on Health for this upcoming biennium. My number one priority has always been to increase affordability and accessibility in health care for the state of Wisconsin. Additionally, I’m excited to share my legislation with you once we get closer to introduction, stay tuned!
