K-12 Education Bills
This update looks at education bills related to K-12 schooling. There were too many education bills to cover in one update. Today will cover 15 education bills and in the next update we will cover the remaining 15.
SB389 eliminates the automatic per pupil adjustment for revenue limit calculations. If this is signed into law by the governor, it would end the 400 year Democrat Property Tax Increase. I was frustrated that the Governor let down Wisconsinites by vetoing this bill.
AB393 this bill, that I wrote, aligns Wisconsin’s standards with all of our Midwest state neighbors for bus drivers 70 years and older by requiring them to re-certify every 4 years instead of every 2. This was widely supported by the School Bus Drivers’ Association and drafted in cooperation with the state Department of Transportation, maintaining safety standards while helping to address our school bus driver shortage.
AB362 requires school districts and charter school operators to have a cardiac emergency response plan (CERP) in place for the 2026-27 school year. The bill also requires high schools to have CERP in place to respond to cardiac emergencies at sporting practices and events.
SB136 was signed into law by the Governor as 2025 Wisconsin Act 208. This law allows school buses to be equipped with back-up lights on either side of the bus. The bill also allows school buses to be equipped with an illuminated sign on the front windshield and on the back of the bus.
SB392 was signed into law by the Governor as 2025 Wisconsin Act 209. This law requires all approved drivers’ education courses to include instruction relating to student crossing, school bus lights, and when stops are required for a stopped school bus. The bill also requires instruction about how different road configurations affect these situations.
SB391 was signed into law by the Governor as 2025 Wisconsin Act 160. This law authorizes the use of audiovisual recording devices on school buses.
I voted against this bill, because I don’t believe our students should live under a constant Orwellian nanny state and be surveilled at all times and have every word they say be recorded.
AB226 prohibits schools from serving foods with brominated (bromine is a severe toxin) vegetable oil; potassium bromate; propylparaben; azodicarbonamide; or red dye 3.
AB457 requires school boards to be in compliance with all requirements for submitting financial information to DPI before they can adopt a resolution to initiate an operating or capital referendum. I was disappointed that the Governor vetoed this bill.
AB749 requires schools to provide instruction on human organ and blood donation in at least one high school grade.
SB134 was signed into law by the Governor as 2025 Wisconsin Act 204. This law extends the deadline to 90 days after receiving military orders to apply for open enrollment in case families have to move per those orders.
SB699 modifies current law regarding alternative transportation of students to allow the transportation of 14 or fewer passengers including the driver in a motor vehicle, and the transportation of 15 or more passengers including the operator in a motor vehicle. The Governor vetoed this bill.
SB16 prohibits school districts from being members of an athletic association that does not abide by public record and open meeting laws. Unfortunately, the Governor vetoed this bill.
AB460 makes students eligible for the parental choice program if the student’s sibling or a dependent child of the parents participated in the choice program the previous year. I was disappointed that the Governor vetoed this bill.
AB948 replaces the wireless communication device policy requirement starting in July 2027 and requires school boards to adopt policies that prohibit pupils from using wireless communication devices during the school day.
AB998 requires the Council on Early Literacy Curricula to make its recommendations to DPI at least once every three school years, rather than annually. The Governor vetoed this bill.
