The following is about the White Paper: THE COMPLIANCE GAP. The paper is about States and Counties NOT complying with FEDERAL LAW REQUIRING maintenance of VOTER LISTS. The paper references “ELLY,” which is a developed compliance system, and is available to download:

You can download and read the paper for yourself. It’s not that long and is quite understandable.
The problem with non-maintenance of voter lists is that it suborns ELECTION STEALING. Just ask Frannie Hong OR Robbin’ Vos. (I find a little bit of sarcasm that is just plain hysterical.) As Dr. Frank has shown repeatedly: every other year in Wisconsin and other states, TENS OF THOUSANDS of voter’s eligibilities shift from INACTIVE to ACTIVE and back again right around ELECTION TIME.
Why is that a problem? Because it allows production of TENS OF THOUSANDS of MAIL-IN ballots that are COUNTED AS VOTES. And as we know, counted ballots determine who “wins” elections. It doesn’t matter if those “ballots” represent actual votes cast or are just the pipe dream of some oligarch and NGOs. The worst case is that the elections that YOU hold so dearly and represent YOUR LIBERTY, are flat-out stolen from you. The best-case scenario is that YOU DON’T KNOW if a close election WAS STOLEN OR NOT. And in Wisconsin, ALL elections are close, within A FEW THOUSAND VOTES, or so it seems.
So, what are honest elections worth? What is confidence in knowing that those elected were ACTUALLY ELECTED BY VOTERS and not PURCHASED by some oligarch WORTH?
Those are fair questions and perhaps should be asked of your municipal and county clerks.
