19th Senate District Update: February 27, 2026

Happy Friday!

The past two weeks have been exceptionally busy and productive in the Legislature. We’ve had a full schedule that included in-depth discussions on priority legislation, a Senate floor session, the State of the State Address, public hearings in the Senate Agriculture, Revenue, and Transportation committees, a panel discussion with the Wisconsin Nurses Association, and many meetings both in Madison and around our area.

In recent weeks, we’ve welcomed several advocacy groups to the Capitol for thoughtful conversations about current bills and potential future initiatives. Among those represented were the Fox Valley Technical College Student Government Association, UW-River Falls Student Government Association, ABATE of Wisconsin, the Wisconsin Academy of Audiology, Future Farmers of America, the Wisconsin Nurses Association, the Wisconsin Hospital Association, UW-Madison, Chippewa Valley Rally, the Wisconsin Towns Association, and representatives of the Interstate Compact for Military Children. I also attended the State of the State Address and held productive meetings with leaders from the Appleton Area School District and the Waupaca School District.

Last Wednesday, the Senate held a floor session and advanced several key bills, including my proposals to ensure parental access to minors’ health records, clarifying who can write school excuse notes, and making sure foreign adversaries do not have unfettered access to state devices.

Last Thursday, a public hearing was held in the Senate Committee on Transportation and Local Government, where we heard the proposal I’ve worked on with several groups to regulate wake-enhanced boating, protecting local control. This week, the Senate Agriculture and Revenue Committee conducted an informational hearing on smoking harm reduction strategies.

A major highlight from last Thursday was the unanimous passage of Gail’s Law in the Assembly. This is a tremendous achievement, as the bill—having already cleared the Senate—now heads to the Governor’s desk. I am optimistic that he will sign it into law. Gail’s Law will require health insurance to cover supplemental breast cancer screenings at no cost-share for women with dense breast tissue. For nearly 40% of women, dense breast tissue can obscure tumors on a standard mammogram, making early detection challenging and often requiring additional tests like ultrasounds or MRIs. This marks the third legislative session that Gail’s Law has been introduced, and it has finally crossed the finish line. I am deeply grateful to finally honor the memory of Gail Zeamer and support her family by helping move this life-saving measure forward.
