Transportation Bills
This update looks at transportation and insurance bills. The Assembly passed 12 transportation bills in January and February.
SB339 was signed into law by the Governor as 2025 Wisconsin Act 83. This law raises weight limits for UTVs to 3500# and was enacted into law as 2025 Wisconsin Act 83.
AB425 was signed into law by the Governor as 2025 Wisconsin Act 162. This law allows a transporter to display the registration plate issued for a trailer to carry a modular home to also be used on an unregistered trailer or temporary undercarriage used to carry a manufactured housing unit.
SB461 was signed into law by the Governor as 2025 Wisconsin Act 104. This law allows DOT to award contracts that use alternative project delivery. This refers to any construction project method other than design-bid-build that is also eligible for federal funding under title 23. The bill also allows DOT to reserve up to $300 million for these projects each biennium.
SB525 sets guidelines for removal of vegetation that blocks highway signs. This bill allows sign owners with a vegetation removal permit to clear vegetation within 500 feet of the sign. This bill also changes the law and requires sign owners to only have to compensate the DOT if they remove a tree from part of a living snow fence. The Governor vetoed this bill.
SB387 expands eligibility for the veteran identifier on a license or state ID to include former members of the U.S. military or reserve members of the military or National Guard who completed their initial term of obligated service and received an honorable discharge. I wrote this bill a couple years ago and hope to finally see it signed into law this year.
SB331 was signed into law by the Governor as 2025 Wisconsin Act 114. This law makes various changes to laws regarding the operation of ATVs and UTVs. These changes include creating and modifying definitions, providing expectations for mechanical operation of the vehicles, modifying rules for operating on roads and bridges, and provisions for dealing with accidents.
AB561 creates procedures for utilizing photo and video equipment for reporting illegal school bus passings.
AB679 was signed into law by the Governor as 2025 Wisconsin Act 161. This law authorizes the DOT to issue overweight permits for transportation of grain, commercial feed, or commercial fertilizer with vehicles that meet certain criteria and only on DOT approved routes.
SB783 was signed into law by the Governor as 2025 Wisconsin Act 159. expands eligibility to receive a commercial driver training grant for applicants.
SB248 allows an individual to not have to wait to re-apply for their occupational license following a first OWI offense as long as an Ignition Interlock Device (IID) is installed in the vehicle they use. The bill also specifies when extensions of the IID are required due to various offenses.
AB155 was signed into law by the Governor as 2025 Wisconsin Act 157. This law directs the DOT to mark USH 12 in the village of Lake Delton in Sauk County as the “Tom Diehl Memorial Highway.”
SB521 was signed into law by the Governor as 2025 Wisconsin Act 156. This law requires the DOT to place and maintain two directional signs along eastbound and westbound USH 18 for the Mount Horeb Veterans Memorial.
Insurance Bills
The Assembly passed 7 insurance bills in January and February.
SB822 was signed into law by the Governor as 2025 Wisconsin Act 147. This is a great bill which allows healthcare providers to offer cost discounts to patients who pay for their service right away.
SB367 was signed into law by the Governor as 2025 Wisconsin Act 146. This law prevents an insurer from requiring (can still choose to accept) a health care provider to accept virtual credit card payments and requires the insurer to disclose any fees associated with a payment method.
SB531 establishes requirements and restrictions for the assignment to residential contractors of post-loss rights and benefits under property insurance policies.
AB699 and AB700 requires additional types of insurance companies to contribute to the insurance security fund for long-term care insurance in order to provide stability to the fund.
SB504 sets requirements on certain health insurance plans that rent their networks of dental service providers to other entities.
SB593 was signed into law by the Governor as 2025 Wisconsin Act 122. This law empowers OCI to continue the Health Care Stability Plan.
