Committee on Criminal Justice 11/18

On November 18th the Criminal Justice Committee held a public hearing for three bills.

AB 19 increases penalties for crimes committed against adults at risk and institutes other measures to protect adults at risk. Unfortunately, under another bill I previously opposed, the definition of “adults at risk” has been expanded to any adult over 60 because they are presumed to be more vulnerable. I’m sorry but I’m pretty sure my 65 year old father, with his life experience, is at less risk of being financially scammed (one of the crimes covered under the bill) than my son when he turns 18 soon. Therefore, I cannot support this bill.

AB 477 expands the maximum age of a missing child which can trigger a “Missing Child Alert” from age 10 to age 12.

AB 252 requires child protective agencies who have reason to believe the parent they are investigating is a member of the U.S. armed forces or the Wisconsin national guard to provide notice of the investigation to the appropriate authorities of the U.S. Department of Defense within 24 hours.


Committee on Government Operations, Accountability, and Transparency 11/18

On November 18th the GOAT Committee held an executive session for four bills which I voted in favor of. The committee also held a public hearing for one bill, AB 487.

AB 274 provides for the expiration of each chapter of the Wisconsin Administrative Code after seven years, unless the chapter is readopted according to the process established in this bill.

AB 275 requires a court to award reasonable attorney fees and costs to the party who asserted that an administrative rule is invalid, if the court declared a rule invalid.

AB 276 and AB 277 provide guardrails for the issuance of administrative rules.

AB 487 allows five entities to go into closed sessions for the purpose of considering technology security issues affecting technology systems that they have jurisdiction over. The five entities are the State of Wisconsin Investment Board, the Ethics Commission, the Elections Commission, the Joint Committee on Information Policy and Technology, and the Joint Legislative Audit Committee.

On Sunday 11/18 I had the opportunity to attend and watch an Active Attack Integrated Response (AAIR) Training by the Fox Valley Metro Police.
