Floor Session 10/7
Yesterday, Tuesday 10/7 the Assembly met for session. I voted in favor of all the following bills.
AB 82Â exempts transfer of ownership between grandparent and grandchild from the real estate transfer fee.
AB 181 changes eligibility for county forest administration grants and allows additional people to be considered foresters under this grant.
AB 194Â makes changes to three housing-related loan programs.
- Allows towns to combine the clerk and treasurer positions when both become vacant
- Allows a town of any size to move from an elected position to an appointed one by a vote of the electors at a town meeting
- Provides that deputy town clerks and deputy town treasurers do not need to be residents of the town
- Changes the requirements for a town to provide a summary of a budget and notice if a public hearing to be the same as cities and villages
AB 271 allows commercial motor vehicles to use a camera monitoring system as an alternative to mirrors.
AB 280 modifies the business development tax credit to allow claims for capital expenditures and contributions to organizations that update workforce housing and create child care programs.
AB 294 revises the membership of the Board of Nursing by reducing the number of registered nurse’s appointed from five to three and then adds one appointment for a licensed advanced practice registered nurse and one nurse educator.
I authored this bill to add experience and perspective from a licensed advanced practice registered nurse and a nurse educator to the board. With Wisconsin facing nursing shortages, especially in rural areas, adding these members can provide valuable perspectives to the board on recruitment, retention, and training strategies to build a robust nursing workforce. This will ensure Wisconsin stays ahead of these trends by shaping policies that reflect emerging practice models and prepare the workforce for the future of care delivery.
AB 302Â authorizes the use of a flashing purple light during funeral processions.
AB 346 allows 10 or more vehicles that meet the following criteria to be registered as a fleet: motor trucks with a combined weight between 8,001 and 54,000 pounds, truck tractors or road tractors with a combined weight between 4,500 and 54,000 pounds, and trailers with a combined weight no heavier then 80,000 pounds.
AB 366 clarifies the definition of service animals and proper ownership documentation for that animal.
AB 424 changes the definition of residents, occupants, and community regarding mobile homes or manufactured homes. It modifies laws regarding the termination of residency and the notice for retiring a community. This was important to provide mobile home owners certain rights and at least 90-days notice that they need to vacate the property.
AB 450 delays the implementation of the new building code that the Evers administration adopted until next year to allow for adjustment.
AB 451 allows additional options for cities, villages, and qualifying towns to create tax increment district (TID) for housing projects.
AB 452 and AB 453 streamline the political subdivision review process and the comprehensive planning so we can build new housing projects more quickly.
AB 455 allows the Wisconsin Housing and Economic Development Authority (WHEDA) to allocate $10 million from the Main Street Housing Rehabilitation revolving loan fund to a condominium conversion grant program.
AB 456 makes technical changes to laws regarding the practice of real estate.
