Criminal Justice Committee Hearing

On Wednesday 9/10 the Criminal Justice Committee held a public hearing on five bills.

AB 265 Creates a mandatory minimum prison term of 10 years for human trafficking and 15 years for child trafficking. The bill increases the penalty for human trafficking from a Class D to a Class C felony and increases the penalty for trafficking children from Class C to a Class B felony.

AB 236 adds to the the bill of rights for victims to ensure that if a victim of sexual assault provides a sexual assault kit as evidence of the crime they have rights which include having their kit tested according to the statuary timeline, knowing what is happening with their assault kit, and being informed of any changes in the status of their case.

AB 414 creates immunity from being charged for controlled substance violations if they occurred while the person provided assistance to a victim of sexual assault or if they were the victim of a sexual assault. This bill extends the time limit to file a complaint for second-degree sexual assault from 10 years to 20 years. This bill modifies the conditions for a tenant to terminate their tenancy and not be responsible for rent following the end of the month they provide notice, to no longer include an imminent threat of physical harm to the tenant or their child.

AB 409 expands the “move over or slow down” law to include disabled vehicles.

AB 229 applies the law enforcement officers’ bill of rights to include those employed by the state who perform the tasks of law enforcement officers.


Testify in Senate Committee on Government Operations 9/16

On September 16, Wisconsin State Rep. Shae Sortwell testified before the Senate Committee on Government Operations, Labor and Economic Development.

On 9/16 I testified before the Senate Committee on Government Operations, Labor and Economic Development on a bill I drafted and circulated.

AB 149 protects political third party presidential candidates from being excluded from the ballot because they do not have any current candidates or currently elected legislators to perform the nomination of presidential electors.

Under current law, on the first Tuesday of October in the year there is a presidential election, the parties meet to select their slate of presidential electors. According to this bill, if a political party does not have any legislative candidates or incumbent state legislators, instead the chairperson of the state committee of the party will nominate the party’s electors.

I authored AB 149 in response to the Democratic National Committee’s attempt to prevent the Green Party from having ballot access because they did not have any state office holders to nominate presidential electors in Wisconsin. This bill is created to protect the ballot access of third party candidates.
