2nd Assembly District Update: December 3, 2025

Session 11/19

On November 19th the Assembly met for session. I voted in favor of all the following bills.

Election Bills

AB 207 modifies requirements for what information must be provided to voters concerning proposed constitutional amendments and statewide referenda.

AB 223 requires individuals circulating a recall petition to be eligible to vote in Wisconsin to have the signatures on the petition be counted.

AB 312 requires municipalities to offer a minimum number of hours of in person absentee voting that corresponds to the number of registered voters.

AB 616 provides funds to the JCF to reimburse municipalities for hours a municipal clerk’s office or alternate absentee voting site is required by law to remain open for in-person absentee voting at a spring or general election.

AB 374 clarifies deadlines for canvassing, certifying, and recounting ballots cast in a presidential election.

AB 385 requires third-party groups to obtain a U.S. billing address and verify the cards CVV at the time of the contribution if they accept money online by credit or debit cards and make contributions to a conduit.

AB 426 requires election officials to provide election observers uniform and nondiscriminatory access to all stages of the election process, including recounts. This bill also creates a penalty if officials violate the provisions in this bill.

AB 595 ensures compliance with the federal Help America Vote Act, clarifies processes for sharing and obtaining voter registration data and lists, and creates a process for removing ineligible voters from the official registration list.

AB 617 clarifies procedures for voting including absentee voting, procedures for testing equipment, and locations for counting ballets.

SB 270 provides that a complainant may appeal any Elections Commission order that dismisses the complaint or otherwise does not grant the relief requested in the complaint.

Government Bills

AB 185 modifies the current property tax exemption to include property owned or leased by a nonprofit that has at least one indoor or outdoor performing arts theater and that is federally tax exempt no later than 1990.

AB 530 prohibits the operation of a drone over a school during school events or over a law enforcement, fire protection, or emergency medical services agency.

SB 10 requires charter schools to allow military recruiters access to common areas in high schools and to allow access during a school day and to school-sanctioned events.

AB 596 and AB 597 fund the state Department of Veterans Affairs to provide grants to organizations who provide housing to homeless veterans.

Thank you to Rep Ben Franklin for working hard on these bills to help homeless veterans.

And while I was glad to support these bills, I was extremely frustrated by the partisan games being played by my democrat colleagues. They spent months trying to score points in the press while Ben Franklin was working on a solution. Then, not a single one of them stood up to Rep Clancy(D), when he called our service members liars and pushers of propaganda. So again, well done, Ben, but I am greatly disappointed that my Democrat colleagues let the radical self-declared socialist speak for them.

AB 602 requires the governor to make the necessary election for Wisconsin to participate in the federal tax credit program for charitable donations to a scholarship program which was established in the One Big Beautiful Bill Act of 2025.

SB 162 modifies current law to require counties with a population of 250,000 or more, that have at least two English newspapers published daily, to invite proposals for publication and printing.

SB 193 changes the process for revoking a transfer on death (TOD) beneficiary. It allows a person to receive proof that a decedent’s property interests have been terminated by submitting the most recent property tax bill. It modifies the process for real property wholesaler contracts. When a judgment debt is paid in whole or in part in the county where it was originally filed, this bill allows a document acknowledged by the owner or their attorney to be filed in other counties where there is a lien docket.

SB 310 limits the amount of time of a local emergency proclamation by a chief executive officer to 60 days and creates a definition of “executive officer”.

SB 337 requires the DOR to create and maintain a local grant writing and compliance assistance program which will award grants to municipalities with populations smaller than 7,500 to write grants for necessary projects. The bill also requires counties to comply with maintenance of effort requirements related to law enforcement services.

SB 358 provides an exception to the general prohibition on fee increases to allow counties with a population of 300,000 or less, who transition to providing physician medical examiner services to impose a one-time fee increase up to $100 for signing death records and issuing cremation permits.

SB 423 provides that prosecution for hiding or burying a corpse with intent to conceal a crime or avoid punishment must begin within either six years from the date of the crime or six years from the discovery or identification of the corpse, whichever is later. The idea is that the body may not be found for several years, and we want to ensure that the criminal can be prosecuted.
