What is the “Returning Your Surplus” proposal?

This proposal aims to return the state’s substantial surplus back to the taxpayers who overpaid by cutting the tax rate on the third bracket and exempting retirement income from taxation.

How much will this proposal reduce taxes?
In the 2023-2025 biennium, this proposal will reduce taxes by nearly $3 billion.

How much will the average tax filer save under this proposal?
The average filer will see a decrease of $772 each tax year.

  • It also increases our state retirement tax exemption for income up to $100,000 for a single filer and $150,000 for a married couple.

When do these changes take effect?
These changes will apply to the 2023 tax year. Filers will see this relief on their 2023 tax return, filed in spring 2024.

Middle Class Tax Cut

Returning $2.9 billion to Wisconsin taxpayers meme.
Who is eligible for this tax cut?
Filers with income in the third tax bracket will be included in this cut. Under this proposal, this would include income of single filers between $27,630 and $304,170 and married-joint filers between $36,840 and $405,550.

How much will the income tax rate be reduced?
Currently, earnings in the third tax bracket are taxed at a rate of 5.3%. Under this proposal, these earnings would be taxed at a rate of 4.4%.

How is this a middle-class tax cut?
The average Wisconsin family makes approximately $67,000 per year. Lowering the income tax rate for earners in the third tax bracket truly targets the average Wisconsin family who is working to make ends meet during these challenging financial times.

Relating to: tuition and fee remission for eligible veterans’ spouses and children enrolled in the University of Wisconsin System or a technical college.

Assembly Bill 370
Relating to: guaranteed admission to University of Wisconsin System institutions and technical colleges and requiring high schools to prepare class rankings for certain pupils.
