Fraud and Abuse Runs Rampant in Minnesota: Will Wisconsin Suffer, Too?

Fox Valley Conservatives (FVC) held its monthly public forum on October 5, 2026 at Freedom Project Academy in Appleton. Ann Tepoorten reviewed the $9 billion of fraud discovered in Minnesota state government spending over the past decade.

Tepoorten worked from 2024 into 2025 as a researcher and coordinator for the Republican caucus and several Republican legislators in Minnesota, specifically with the Workforce and Economic Development Committee. In this work she witnessed and cataloged myriad state government programs that were defrauded, including Child Nutrition, Child Care, Medicaid, Adult Day Care, Unemployment, Paid Medical Leave, and ICE Impact programs. There was inadequate screening of applicants to run these programs and inadequate auditing of invoices sent by fraudulent directors.

For example, Tepoorten noted, adult day care payments increased 43% over 10 years, while the number of adult day care participants grew only 7% during that same time. The number of child-care meal sites more than doubled in four years, from 2,000 to 4,400; eventually 25% of those sites were found to not be feeding any children or fewer than reported. Multiple businesses with the same address were found, existing only to hire and fire people so that they could qualify for unemployment and paid medical leave.

The main period of abuse in Minnesota, Tepoorten said, correlates with Democrat control of the Legislature and Governor’s office from 2022 to the present.

She said there were hundreds of whistleblowers in Minnesota, but inadequate protection for whistleblowers—many were threatened and some lost their state employment. Fully 85% of people eventually indicted federally for participating in the fraud are of Somalian origin … and whistleblowers were called “racist” for investigating this correlation.

Tepoorten finished her presentation with recommendations for Wisconsin to prevent similar fraud, including better oversight policies and better whistleblower protections. Her slide presentation is available on the Fox Valley Conservatives website at https://fvcwi.org.

Coming Up

FVC has completed its transformation from Fox Valley Initiative and can be found as The Fox Valley Conservatives on Facebook, Tik Tok, and website. The mission of FVC is to inform and activate the voting public.

The next monthly public forum of FVC will be on November 2, 2026, from 6:30 to 8:00 p.m. at the Freedom Project Academy in Appleton, with the speaker being Harry Wait, president emeritus of H.O.T. Government. Harry will review his personal and legal experience with exposing the ease of obtaining fraudulent absentee ballots in our elections.
